Welcome to the Board of Education

The Vacaville Unified School District Governing Board consists of seven members. School Board elections are held on even-numbered years, with members elected to serve staggered four-year terms.


Basic functions of the Board are to establish the policies by which the schools of the District are to be administered and to select the Superintendent and staff who will implement those policies. The Board shall be responsible for the organization and operation of the District in conformity with the rules and regulations of the State Board of Education, and the laws of the State and Federal Government.


Regularly Scheduled Board Meetings:


Board meetings will be held at the VUSD Educational Services Center located at 401 Nut Tree Drive and are generally held the first and third Thursday of each month. During the months of January, February, July, and December there is only one meeting due to school breaks/holidays. Also, during the month of June the meetings will be held on the second and fourth Thursdays. Special meetings are called as needed. Please call the superintendent's Office at 453-6101 to verify meeting dates, times and locations.

Superintendent’s Comments/Correspondence

  • Superintendent Shamieh honored Trustee Whit Whitman for his service as a Governing Board member over the last 9 years. Mrs. Shamieh also shared information on recent school site visits.

Public Hearing

  • Public Hearing Regarding Proposed Composition of Trustee-Area Maps: Director of Communications and Community Engagement Jennifer Leonard provided a report to the Board on outreach efforts by district staff to gain public input on the proposed trustee-area map options. National Demographics Corporation Demographer Shalice Tilton presented information regarding draft trustee-area boundary maps that have been created and are published on the District’s website.
  • Public Review of Vacaville Teachers Association (VTA) and VUSD Board of Education Initial Proposals for 2018-19 Negotiations: Assistant Superintendent Ed Santopadre and VTA Representative Todd Blanset presented initial proposals for 2018-19 bargaining unit negotiations.
  • Adoption of Proposed School Facilities Fees: Chief Facilities, Maintenance & Operations Officer Dan Banowetz provided a presentation to the Board regarding the District’s proposal to raise developer fees to the statutory maximum allowed by law. The proposed increase was approved during Action Items.
  • Justification and Expenditure Findings for Developer Fees (Monteith Report) for 2014-15, 2015-16, 2016-17, and 2017-18: Chief Facilities, Maintenance & Operations Officer Dan Banowetz provided an overview of the impact mitigation fees collected by the district over the last four fiscal years. The reports were approved during Action Items.

Action Items – the following items were approved by the Board:

  1. Buckingham Charter Magnet High School Request for Material Revision of Charter.
  2. Adoption of Resolution No. 14, 2018-19, Authorizing Community Care Licensing Application.
  3. Adoption of Resolution No. 15, 2018-19, Adoption of School Facilities Fees.
  4. Approval of Justification and Expenditure Findings for Developer Fees (Monteith Report) for 2014-15, 2015-16, 2016-17, and 2017-18 Fiscal Years.
  5. Acceptance of the Measure A Performance Audit for Fiscal Year 2017-18.
  6. Adoption of Vacaville Teachers Association and VUSD Board of Education Initial Proposals for 2018-19 Negotiations.
  7. Approval of Proposal with Pacific Coast AV for the Technology Upgrade Project at the Educational Services Center.
  8. Approval of Memorandum of Understanding between VUSD and the Yolo-Solano Teacher Induction Program, Davis Joint Unified School District, Local Education Agency.
  9. Approval of Contract with BMR Health.
  10. Approval of Contract with Educational Management Solutions.
